Indian PM Narendra Modi and Russian President Vladimir Putin will reportedly skip the annual in-person summit this year after the Russian President threatened to use nuclear weapons on Ukraine. A report published in Bloomberg, quoting sources, said that the relations between India and Russia remain strong, but at this time the drumbeat of friendship may not be beneficial for Modi. Meanwhile, news agency Reuters quoted a source in the Indian government as saying that the decision not to hold the summit was taken long before Putin’s threats of using nuclear weapons.
Significantly, Putin had come to Delhi in December last year for the 21st India-Russia annual summit. This will happen only for the second time in 2022 when the top leaders of India and Russia will not meet face to face since 2000. The summit, usually held in December, was canceled only once in 2020 due to the Corona pandemic. In September the two leaders met on the sidelines of a regional security bloc summit in Uzbekistan, where Modi told Putin that this was not an era of war. Since the war began in February, India has become the biggest buyer of Russian oil along with China.

The annual summit between the Indian Prime Minister and the Russian President is the highest institutional dialogue mechanism in the strategic partnership between the two countries. So far 21 annual summits have taken place in India and Russia. It is hosted once by India and once by Russia. The last summit was held on 6 December 2021 in New Delhi. According to sources, both the leaders have maintained contact through telephonic conversation. They have had telephonic conversations four times since February 24 this year.
